Stream of Global Talent

Introduced in June 2017, This stream is a two-year experimental programme that allows specific Canadian firms to hire highly-skilled individuals from around the world. Certain talented employees can get a work permit in Canada within two weeks of applying through the Canada Global Talent Stream.

It is one of the pillars of Canada’s Global Skills Strategy, which aims to assist innovative businesses in growing by ensuring they have easy access to highly trained individuals. When Canadians are not available for specific tasks, this allows Canadian firms to expedite the hiring of foreign workers to fill specialized vocations.
The Global Talent Stream (GTS) is Canada’s response to a high-skilled labour shortage. Nearly 40,000 people had entered Canada through the GTS, according to data provided in June 2019, two years after it began. Nearly 24,000 of these newcomers were highly trained individuals in fields including computer programming, information system analysis, and software engineering.

The GTS, which is part of Canada’s Global Skills Strategy, is an immigration programme that permits Canadian firms to hire foreign employees quickly to fill specialist jobs when Canadians aren’t available. For skilled professionals, Canada’s global talent stream opens doors.

IRCC hopes to complete Global Talent Stream work permit applications in two weeks, making it the shortest immigration track for workers seeking a new life in Canada.

    Employers in Category A are seeking to hire certain highly skilled foreign employees for jobs on the Global Talent Occupations List that have been considered to be in-demand and for which domestic labour supply is insufficient. This list may be updated on a regular basis to reflect changes in the labour market.

    Employers in the Global Talent Stream must be looking to hire highly competent international talent to fill positions on the Global Talent Occupation List. List of global talent careers.

    Employers in both groups must abide by rules governing the payment of skilled personnel. Foreign workers hired through the GTS are required to be paid at least the prevailing salary. The prevailing wage is the highest of the following figures:

    • On the Government of Canada’s Job Bank, the median wage for the occupation.
    • The compensation that a firm pays current employees in the same role at the same location who have the same abilities and experience.
    • The minimal salary floor for the occupations on the Global Talent list (if applicable).

    Category B – Referral from a Designated Partner:

    Category B includes high-growth enterprises that may establish a need to hire unique specialized skills from outside the country. A designated referral partner must refer employers in this category to the Global Talent Stream.

    Plan for working-class Benefits

    Employers who want to hire talented individuals through the Global Talent Stream must prepare a Labour Market Benefits Plan with Employment and Social Development Canada (ESDC). This strategy explains the beneficial contributions that foreign talent will make to the Canadian labour market, as well as the actions that the employer will take to stimulate job creation, skill development, and training initiatives.

    Category A– Employers must make a commitment to hiring Canadian citizens and permanent residents. It is possible that this job generation will be direct or indirect.

    Category B– Employers must commit to increase skills and training investments for Canadian citizens and permanent residents.

    Employers in both categories are required to commit to two additional complementary benefits, which are supported by specific activities, in addition to the aforementioned mandatory benefits. Job creation, investment in skills and training, knowledge transfer to Canadian citizens and permanent residents, and/or improved firm performance are examples of these benefits.

    Hiring additional Canadian citizens or permanent residents, training current employees in new techniques, implementing paid co-op or internship programmes for local students, and/or boosting revenue and investments are only some of the activities that can be done to promote these benefits.

    If an organisation applies for both Category A and Category B roles, they must commit to one action for job creation and one activity for investments in skills and training, as well as at least two complimentary perks. Employers may be checked to verify that they are following the Labour Market Business Plan and to assess the GTS’s success.
